Art was born in Nebraska and moved to California at the age of eight. He graduated from El Dorado County High School in Placerville, after which he joined the Navy and spent four years as a Navy Corpsman.
Art retired after 40 years in Law Enforcement, 30 years with the Santa Ana Police Department and the rest with the Orange County District Attorney's Office. During his time in Law Enforcement he graduated from California State University Fullerton with a B.A. degree. Along with his career in Law Enforcement and raising a family he was busy with the Elks. Art and Shirley have been married for 42 years and together have three children; one son, Art Jr., and two daughters, Terry and Rene'. They are also the proud grandparents of fourteen grandchildren.
Art was the Exalted Ruler of Santa Ana Lodge #794 in 1992-93 and his team represented the California- Hawaii Elks Association as Ritual Champions at the National Convention in Dallas, Texas. Following his Exalted Ruler year he held many Orange Coast District chairman positions such as Indoctrination, Ritual Contest, Public Relations, and Americanism. In 1996-97 he was the Esquire to District Deputy Grand Exalted Ruler Mike Leintz and in 2000-01 became the CHEA Vice President for the Orange Coast District. In 2002-03 Art was District Deputy Grand Exalted Ruler for the Orange Coast District.
After his year as District Deputy Grand Exalted Ruler he was appointed Lodge Advisor to Santa Ana lodge #794, which he remains to this day. In 2004-05 he was appointed as the CHEA Sgt. At Arms for Lee Northcutt, PSP. In 2005 thru 2007 Art was the CHEA Drug Awareness Chairman and honored as "Rookie of the Year" for 2005-06. At the same time he was Local Support Committee Chairman for the National Convention in Anaheim for 2008. In 2008 Art was named as District Leader with Lee Northcutt for the Orange Coast District. He was also appointed as CHEA Asst. Tiler for 2008-09.
Art completed his second year on the California-Hawaii Elks Association Board of Trustees prior to being elected as California-Hawaii Elks Association First Vice President in 2011-12.
On May 18, 2012 at the Association Convention in San Diego, Art was installed as the California-Hawaii Elks Association President for 2012-13.
